Rueda earned his PhD in theoretical physics at the University of Saint Louis (Madrid) in 1973, with a dissertation in stochastic electrodynamics under Trevor Marshall. He held research positions in Spain and Latin America before settling at California State University, Long Beach, in the Department of Electrical Engineering, where he has been on the faculty since the late 1970s.&lt;br /&gt;

His scientific career has been primarily in stochastic electrodynamics (SED) — a semi-classical alternative to fully-quantised QED in which the zero-point electromagnetic field is treated as a classical random field with the quantum-statistical spectrum.&lt;br /&gt;

Rueda was the primary technical author on the SED-formalism derivation.&lt;br /&gt;

The proposal generated substantial discussion. Technical critiques have been engaged with through several follow-up papers (Rueda-Haisch 2005, 2009). The proposal has not been confirmed as the correct mechanism for inertia.&lt;br /&gt;
