Candidates surface from any of:

* Allied-agency referrals (rare; see [[Tho'ra Mission Doctrine#Allied Relations|doctrine on allied relations]]).
* [[Global ASI|ASI of the net]] tip-offs via decentralized [[Earth Intelligence Network]] channels.
* Direct contact — the person finds the [[Tho'ra Clan|Clan]] (self-selection is a strong signal).
* Destiny — a clue dropped by the universe itself. Treated seriously when corroborated.

The candidate's composite signature is validated against the three-vector model (astrological + psionic + life-pattern). The Clan does not act on single-vector hits.
