The 2nd Tho'ra of the Tho'ra Continuum is Jane Tho'ra — the Fusion Girl, central protagonist of The Fusion Girl Saga and the Terra Vetus era.
Jane joins the Tho'ra Clan as an Oath-Tho'ra under the Tho'ra Constitution, mentored by Jono Tho'ra (the 1st Tho'ra of the Continuum). She inherits the saga's protagonist torch from Jono and ultimately passes it to Amber Tho'ra (the 3rd Tho'ra).
