Stamps a theoretical page with the lowest device-maturity tier (Mk1, Mk2, Mk2+, Mk3, Mk3+) at which its claims become operator-claimable.

Below the indicated Mk-level the claim is theoretical only and must not appear on operator-facing device pages.
