Majestic 12
Majestic 12 (also "MJ-12", "Majic 12") is the alleged secret committee of scientists, military leaders, and government officials formed by U.S. President Harry S. Truman in 1947 to investigate and manage the Roswell Incident and subsequent UFO-related matters. Documents purporting to describe MJ-12's existence and operations have surfaced periodically since 1984 and are the foundation of much of the modern Disclosure cluster's institutional-cover-up framework.
The historicity of MJ-12 is contested. The FBI labelled the principal documents "completely bogus" in 1988 after a multi-year investigation; mainstream UFO researchers including Stanton Friedman (initially a strong proponent) reached more nuanced positions over time; documents producers (William Moore, Jaime Shandera) have given inconsistent accounts of their provenance.
Document trail
1984. Roll of 35mm film containing the "Eisenhower briefing document" delivered by anonymous source to film-maker Jaime Shandera. The document, dated 18 November 1952, purports to brief President-elect Eisenhower on the Truman-era MJ-12 committee and the Roswell recovery.
1985. Operations manual "TOP SECRET / MAJIC" ("SOM 1-01") surfaces, dated April 1954.
1987. Shandera and Moore publicly release the EBD. Stanton Friedman supports the documents' authenticity; mainstream historians dispute.
1988. FBI investigation concludes documents are "completely bogus."
1989. Document signed "Truman" — examined by archivists — found to be a photocopy of an unrelated 1947 memo with the signature line transplanted (per Joe Nickell, Phil Klass analyses).
1994. Tim Cooper's "Cooper documents" claim direct MJ-12 inheritance. Authenticity disputed.
1996 onward. Recurring waves of documents (the Smith document, the Hillenkoetter / Stevens material) — none generally accepted by historians.
Alleged members
The EBD names twelve original members:
- Adm. Roscoe H. Hillenkoetter (DCI).
- Dr. Vannevar Bush (OSRD director).
- Secretary James Forrestal.
- Gen. Nathan Twining.
- Gen. Hoyt Vandenberg.
- Dr. Detlev Bronk (NAS president).
- Dr. Jerome Hunsaker (MIT aeronautics).
- Sidney Souers (NSC executive secretary).
- Gordon Gray (assistant secretary of the army).
- Dr. Donald Menzel (Harvard astronomer; debunker — his inclusion considered evidence against authenticity by many).
- Gen. Robert Montague.
- Dr. Lloyd Berkner (Brookhaven National Laboratory).
The list mixes credible 1947 figures (Bush, Forrestal, Vandenberg, Twining) with notable inclusion-paradoxes (Menzel, the era's leading public UFO skeptic).
Mainstream skepticism
Specific document-analysis problems:
- Signature. The Truman signature on the EBD is forensically matched to a known 1947 Truman signature on an unrelated document — at 100% pixel-level identity rather than the natural variation human signatures exhibit.
- Date format. "18 November, 1952" uses a date format Truman-era documents did not commonly use.
- Stylistic anachronisms. Several terms and phrasings track later 1970s–80s UFO-literature conventions rather than 1952 government usage.
- Classification markings. "TOP SECRET / MAJIC EYES ONLY" does not match documented 1952 classification conventions.
Disclosure-cluster reading
Within the disclosure cluster, MJ-12 is treated as:
- A genuine compartmentalised structure whose published-document trail is a partial-disclosure operation rather than an authentic leak.
- The institutional successor of which the Area 51 / S4 Facility operations are downstream programs.
- The chain-of-command through which Reverse Engineering and (per Dan Burisch) Project Looking Glass are administered.
- Renamed and reorganised periodically — successor committees variously called PI-40, Majestic, the Committee of the Majority — but functionally continuous.
The cluster typically does not stake credibility on the EBD specifically; rather, it treats the EBD as a derivative product of a real underlying committee whose actual documents remain classified.
