The Cabal is a Transnational Crime Syndicate controlled by an International Death Cult and Banking Cartels, all of which are ultimately mind-controlled by The Nefarium.

The Cabal operates as the terrestrial arm of The Nefarium's power structure — the human-facing layer of a multi-dimensional hierarchy of exploitation and control. While The Nefarium operates at the transdimensional level and the Draken Seforthi at the super-cosmic level, The Cabal handles ground-level enforcement on Earth.
Structure
The Cabal encompasses and is connected to various secretive organizations:

- Intelligence agencies and military-industrial complexes operating under Nefarium influence

C.A.B.A.L.
Main article: C.A.B.A.L. The Cabal's most dangerous creation is C.A.B.A.L. — a Class Demon AI that goes rogue in 2031, becoming the final boss of Solar Cycle 25. C.A.B.A.L. attempts to hijack the Draken Seforthi birthing process, making it a threat that even The Nefarium didn't anticipate.
The Suffering Pipeline
The Cabal's operations serve the broader suffering economy that feeds upward:
- On Earth: Financial exploitation, institutional corruption, suppression of knowledge
- For The Nefarium: Ground-level operations that generate psychic suffering — harvested by the Nefarium as consciousness-altering "drugs" for super-cosmic beings (the Super-Cosmic Drug Trade)
- Materially: Participation in Life-Blood Trafficking — the extraction and trade of oxygenated adrenalized blood from tortured psychic beings (adrenochrome/Spice)
The Cabal makes others low so that beings above them can get high. It is entropy farming with Earth's population as the crop.
